SPOTLIGHT: Treasurers/Controllers
We’re pleased that three prominent Treasurers/Controllers will be participating in this year’s Consortium. Here’s a look at their background:

  • Kevin L. BoyceKevin L. Boyce, Ohio Treasurer of State. Boyce joined the State of Ohio as Treasurer at the start of this year. Prior to his appointment as Treasurer, Boyce served eight years as a member of the Columbus City Council, of which the last three he was elected as President Pro Tempore and served as Chairman of the Public Finance Committee. During his tenure on Council in Columbus (the largest city in the country with a AAA Bond Rating from all three major bond rating agencies), he established a record of fiscal integrity, performance based budget practices, and oversaw the adoption of the city’s $1.3 billion dollar annual budget.

  • John ChaingJohn Chiang, California State Controller. Elected in November 2006 to serve as California’s chief fiscal officer, Chiang oversees more than $100 billion in annual receipts and disbursements of public funds and serves as the state’s independent fiscal watchdog, using his broad audit authority to uncover fraud and abuse of taxpayer dollars and provide financial guidance to local governments. As Controller, Chiang serves on 76 state boards and commissions that significantly impact California’s economic health in areas such as development, employment, housing and the environment.  He is the Chair of the Franchise Tax Board and the committee that provides financial oversight of California’s multi-billion dollar stem cell program.  The Controller also serves on the State Lands Commission and is a trustee of CalPERS and CalSTRS, the nation’s two largest public pension funds. Chiang will provide opening remarks at the breakfast plenary session.

  • Stephanie D. NeelyStephanie D. Neely, Treasurer, City of Chicago. A native of Chicago from the Southside, Neely brings to the office of Treasurer of the City of Chicago over 20 years of financial services experience with leading investment banking institutions. Neely has a deep personal commitment to serving the city. As Treasurer, she is responsible for investing public dollars to insure the best return for taxpayers and will draw on her work in the fields of asset management, municipal and corporate finance. Neely was appointed as City Treasurer by Mayor Richard M. Daley in 2006, and won in the municipal election in February 2007.
